Adds .spel/forge-manifest.spel so this repo is registered in core.manifests under its own name (onionwatch), rather than the root domain manifest (forge-manifest.spel, the public federation contract) being mistaken for the workspace manifest.

Already applied and verified locally: ritual query "manifest proof" now reports manifest_name: onionwatch instead of the previous misattributed fux_capacity.
