wp_theme.py gains css_color() to emit DTCG's alpha-first #AARRGGBB as CSS
alpha-last hex; surface_profiles.yml allows 'actions' in the email footer.
TOKEN_GAP_PROPOSALS.md marked resolved; state.hover-shift and the D10
vocabulary switch remain documented follow-ups.

Includes the regenerated wp-preview / wp-themes / dist artifacts so the
UDG dist drift gate stays green (sources and build output committed together).
