Imports web/udg.css from spel-archive@400e1d5a (plain file copy).

This is the hand-derived web CSS export of the UDG design tokens (Sora @font-face declarations + CSS custom properties with light/dark themes) that forge portals consume from https://www.toilville.dev/fonts/udg.css. Its header says it was derived from packages/udg/lib/src/token_registry.dart in the monorepo.

Placement: udg/web/udg.css -- kept out of dist/ so extract.py remains the only writer of dist/, and out of Brand/UDG (which is DTCG color governance). No path collisions; the repo's existing udg.css-var DTCG extension key is unrelated.

Follow-up (not in this PR): this file duplicates token values that now live canonically in Brand/UDG/dtcg + udg/baseline/tokens. It should eventually be generated (e.g. a web-export target in udg/generators/extract.py) instead of hand-maintained.

Hand-derived web CSS export of the UDG design tokens (Sora @font-face set +
CSS custom properties, light/dark themes) served to forge portals from
https://www.toilville.dev/fonts/udg.css. Placed under udg/web/ as an authored
artifact: it predates the Brand/UDG DTCG + extract.py pipeline and duplicates
token values, so the follow-up is to regenerate it from canonical sources
(or add a web-export target to udg/generators/extract.py) rather than
hand-editing. dist/ is untouched -- extract.py stays its only writer.
