What

The 2026-05-29 forge schema classification identified 11 uncovered backlog items after P0/P1 gaps were closed. This issue covers the remaining uncertain and dormant core.* tables, authorities enforcement code, and integration test gaps.

Tasks

Audit each of the 11 uncovered items — determine: implement, migrate, or mark deprecated
Apply any missing schema migrations for items that need code
Close out authorities enforcement code gaps
Add integration tests for ap/corpus/sbi_aileron where missing
Mark truly deprecated tables/columns as such in schema docs

Acceptance criteria

All 11 uncovered items have a disposition (implemented / deprecated / deferred with reason)
Schema migration applied and ritual schema status shows clean
No orphaned core.* tables without owners
